How directories are paid
Most are paid by companies for completed entries, which is how a free site covers its costs. That is a normal arrangement, and it becomes a problem only when it is hidden or when it changes what gets listed.
What to check
Does the site disclose that it is paid? Does it list giveaways that pay it nothing? Does it warn you about fakes in the same category it earns from? A directory unwilling to do the last of those is an advertisement.
