Why the restriction exists
Promotion law, prize registration, bonding requirements and tax reporting all differ by country and even by US state, and a company takes on real liability by opening entry to territories it has not cleared. That is why the eligibility line in the rules is specific.
What happens if you enter anyway
An ineligible entry is disqualified at verification and the company running it redraws, so nothing is gained. Using a VPN or a forwarding address to appear eligible is a rules breach and forfeits the prize at exactly the moment it would have mattered.
What to do instead
Look for promotions run by companies in your own country, where the same legal structure applies locally. Read the eligibility line first rather than last, since it is the only part of the rules that can rule you out entirely.
